The Better Decisions Better Outcomes™ (BDBO) Framework

In my BLOG on 26th March here I set out the case that communities need to be resilient and speak with their voices to influence Government decision-making. Government seems to recognise the need for place-based solutions drawn from local intelligence whilst communities need investment to thrive.

The Better Decisions, Better Outcomes™ (BDBO) Framework is a systematic, holistic, relational way for leaders to THINK how best to achieve a resilient suburb, district, region or nation. The output is a Portfolio Business Case to inform a start-up decision on the best public value, commercially viable, affordable and achievable initiatives to achieve that.

In my BLOG on 2nd April here, I set out the stages in the BDBO process being:

1.      Governance and Alignment.

2.      Capability Development.

3.      Portfolio Development and Identification.

4.      Portfolio Creation and Assessment.

5.      Planning and Finalising the Business Case.

In my 9th April BLOG  here, I elaborated on stage 1. The importance of the right leaders to agree to THINK  how to achieve a vision, nominate those to attend the following stages, agree how to engage the public, and establish Business Case Team to maximise local capabilities.

In December 2024 Treasury told Minister of Infrastructure Chris Bishop that many agencies lack understanding about planning large projects, and this was "exacerbated by skills and capability gaps.”

BDBO is about identifying the right projects which each then need to be planned.

 

In stage 2 “Capability Development”those attending the workshops in stage 3 “Portfolio Development and identification ”and stage 4 “Portfolio Creation and Assessment” attend the awareness training. The business case team attends the knowledge training.
